Jeff Taylor

Board Secretary

Jeff Taylor is a lobbyist, national speaker, and criminal-justice policy advisor. His work focuses on addiction treatment, prison reentry, child safety, and homelessness. A Phoenix native and University of Arizona alumnus, he began his career as a Wall Street stock-options trader. Addiction later led to homelessness and incarceration. A judge diverted him into The Salvation Army Harbor Light treatment program. He completed it, returned to college with a 4.0 GPA, and went on to direct the Salvation Army's Herberger Child Care and Nursery. The nursery served children of parents affected by homelessness, addiction, and incarceration.

Jeff helped design Phoenix's 200-bed Changing Lives Center. He also co-wrote and advocated for Arizona prison-reentry legislation, including Senate Bill 1291 and 1093. These laws have connected nearly 30,000 people to treatment, housing, parenting, education, and job services. He works with SAGE Counseling, Inc., former Chair of The Salvation Army Adult Rehabilitation Centers for the Western Territory, and advised the Dallas Cowboys on Criminal Justice Policy. He has been a keynote speaker at national events, including a co-keynote with former President George W. Bush. We are honored to welcome him to the NMK board.
